A board of appeals for water and sewer charges is established for the purpose of hearing appeals requesting relief from the stated water or sewer charges because of unusual circumstances.
The members of the board shall consist of a member of village council, two village citizens at large, the water or the wastewater superintendent, depending on the department involved, and the village manager. The village president shall nominate the member of council and the citizens at large and the nominees shall be approved by the village council.
The board shall prepare rules and guidelines which shall be reviewed and approved by the village council before the board can conduct business.
